When Fractional HR is the right answer
Not every HR gap needs a full-time position. Between 50 and 150 employees, most companies have a small HR team that handles contracts, payroll and recruiting properly, but nobody with experience in organisational questions, employment law and working with a works council (Betriebsrat, the elected employee representation in German companies). A full-time head of HR would be too much for that volume. None at all is too little. Three situations in which Fractional typically fits:

The scope models
The scope follows company size and situation, not a rigid package. Two models cover almost every case, and a third is the transition:
One fixed day a week
For companies up to about 100 employees with predictable daily business. Decisions, sparring, priorities for the week.
Two fixed days a week
For higher volume or an ongoing restructuring that needs more presence: works council, line managers, systems.
Switch to interim when needed
If the need grows, through expansion or a restructuring, we move together into a full-time engagement, without a restart.

What a fixed day looks like
A fractional day is not an office day with an open door. It is a structured day with fixed blocks. Otherwise it frays into follow-up questions, and by evening nothing has been decided.
Everything that has piled up since the last day and needs a decision: contracts, cases, approvals.
Fixed appointments with the managers who currently have a case. Prepared, talked through, decided.
The project of the quarter: compensation system, HRIS, works agreement, onboarding. One topic, not five.
What the HR team implements before the next day, what waits, what comes to me. One page to the managing director.
Fractional or Interim?
Fractional fits an ongoing need without full-time volume. Interim fits a vacancy or a time-limited restructuring that needs full attention.

Contract and legal certainty
Fractional HR runs as a services contract on a day-rate basis, not as an employment relationship. For it to stay that way under German law, the contract and the lived practice have to match: several clients, freedom in how the work is done, own equipment, no integration into the organisation the way an employee would be. The risk to avoid is what German law calls Scheinselbständigkeit, false self-employment, where a contractor is treated like an employee and social security contributions become due retroactively. I work for several companies in parallel as a matter of principle, with my own laptop and licences, and report to the managing director as a contractor.

How the cost is made up
A day rate, as with interim, just on fewer days a week. The day rate is in a similar range because the same experience is brought in, and the total cost per month is correspondingly lower. Frequently asked questions about Fractional HR
How quickly can a fractional engagement start?
Usually with four weeks' lead time, so that handover and scheduling run cleanly. If the need is acute it can be faster, and I say so on the first call.
What is the minimum term?
Three months, then open-ended, with four weeks' notice on both sides.
Am I tied to a specific weekday?
The day is agreed jointly and normally stays fixed for the term, so that the team and the works council can plan around it. Changes by agreement are possible.
Does this apply to all three roles?
Yes. Interim HR Manager, HR Business Partner and HR Operations all run on fixed days too, depending on which gap you are closing.
What happens on the days in between?
Your team works to the priorities set on the fixed day. For urgent matters I am reachable, everything else waits for the next day. That forces prioritisation, and that is the point.
