Does my pitch really need to be exactly 30 seconds?

No, 30 seconds is a rule of thumb, not a stopwatch requirement. What matters more than the exact length is making clear in a few sentences who you are, what you do, and where you're headed, without drifting off topic.

Where would I actually use this pitch?

Most often for the self-introduction question in an interview, at networking events, in LinkedIn messages, and at the start of a call with a recruiter. Anywhere someone needs to understand who you are within seconds.

What if I can't think of an achievement with a number?

Almost any task can be translated into a number: time saved, costs reduced, people supported, revenue influenced, a process improved. Think in before-and-after terms and a number almost always shows up, even without exact statistics.
